(20) Without placing a caliph on earth who is knowledgeable about the whole of Islam and can teach it to Muslims, it is not possible for them to establish the whole of Islam and therefore, requiring them to do so is against justice. Hence, God has never obligated Muslims to establish the whole of Islam except after leaving someone among them with the knowledge of the whole for their education and guidance; as he has said as a rule: “And there is a guide for any nation”. What is the law of vowing to give Nazr[1] for Imam Hussain peace be upon him and the rest of Ahl al-Bayt peace be upon them in Muharram and Safar days and other days of the year?

Vowing for Nazr should be for God, and vowing for others except Him is forbidden and will not be confirmed, and the intention of vowing for God is that the vower makes this intention: I vow for God that if He fulfills this need of mine, then I will feed the mourners of Imam Hussain every year in the month of Muharram. Such vow is correct and has no problem, but if he makes this intention: I vow for Imam Hussain, then his vow is invalid. In addition, it is better that the vower, vows for doing better and more beneficial works, such as feeding the poor, adopting the orphans, assisting the youth in marrying, and supporting the preparers of the grounds for Mahdi’s advent; because the mourners of Imam Hussain mostly do not need his meal, and during the mourning days for his excellency, they eat and drink more than their feast days!
