Allamah Mansoor Hashemi Khorasani believes that the main problem in the Islamic world is the non-establishment of Allah’s sovereignty over it, which is manifested in the non-establishment of His Caliph’s sovereignty over it; because the non-establishment of Allah’s sovereignty over the world causes ignorance and non-implementation of His rulings, and ignorance and non-implementation of His rulings lead to the emergence of corruption on land and sea; as He has said: ﴿ظَهَرَ الْفَسَادُ فِي الْبَرِّ وَالْبَحْرِ بِمَا كَسَبَتْ أَيْدِي النَّاسِ لِيُذِيقَهُمْ بَعْضَ الَّذِي عَمِلُوا لَعَلَّهُمْ يَرْجِعُونَ﴾[1]; “Corruption has emerged on land and sea because of what the hands of people have earned, so He may let them taste some of what they have done. Perhaps they will return”; especially considering that the non-establishment of Allah’s sovereignty over the world correlates with the establishment of the sovereignty of other than Him over it; because the world is a human society, and the human society needs a ruler, and because of this need, it does not remain empty of a ruler. Therefore, if Allah does not rule over it, someone else will inevitably rule over it, while the sovereignty of other than Him over it leads to corruption on the earth and destruction of crops and lives; as He has said: ﴿وَإِذَا تَوَلَّى سَعَى فِي الْأَرْضِ لِيُفْسِدَ فِيهَا وَيُهْلِكَ الْحَرْثَ وَالنَّسْلَ ۗ وَاللَّهُ لَا يُحِبُّ الْفَسَادَ﴾[2]; “And when he gains power, he strives on the earth to cause corruption on it and destroy crops and lives, while Allah does not like corruption.” This is precisely what we witness today in the world. Those apart from Allah who currently rule over it spare no effort to spread corruption in it, and they compete in committing genocide and destroying inhabited lands. Many are innocent women and men who are burned in the fire of their wars, and many are inhabited cities and villages that are reduced to ruins due to their attacks! This is the inevitable consequence of the sovereignty of other than Allah over the world; because the world over which Allah does not rule is the territory of Satan, and nothing is found in it except for ignorance, disbelief, corruption, and oppression. This is the fate of a human being who submits to the sovereignty of other than Allah, and whoever submits to the sovereignty of other than Allah is doomed to destruction. This is the reason why the fire of their wars never goes out, and their ignominy and wretchedness never fade away; because Allah does not rule over them, and their government lies in the hands of others; rather, their wars continue to intensify, and their ignominy and wretchedness continue to deepen; because Allah is not their ruler, and their ruler is taghut; as Allah’s servant, Mansoor Hashemi Khorasani, says:

How will they see the day without the sun and plants of the earth without water?! Rather, their night will last forever, and their earth will be like a wasteland; because Allah’s Caliph is not governing them, and His rulings are not applied among them. Let those who do not believe in Allah and those who associate partners with Him mock my words and plunge into their (vain) games; because they will regret it like one who kills himself, and vomit like one who eats filth! At that time, they will rush into the seas and cross steep passes to find me, but rather they will search for me in the crevices of the rocks and ask the shepherds in the plains about me so that I will repeat to them the words that today they do not hear from me and lead them to the path that now they do not accept from me![3]

The words that they do not hear from him today are what he says to them in the book Return to Islam, and the path that they do not accept from him now is what he invites them toward, which is preparing the ground for the advent of Allah’s Caliph, the Mahdi.
