Of course, it is not hidden that jihad in this sense is impossible except in the company of Allah’s caliph on the Earth, since the realization of Allah’s sovereignty is possible through the establishment of the sovereignty of His caliph on the Earth; and the establishment of the sovereignty of His caliph on the Earth is possible only when he is present alongside those who fight for it. Therefore, without his existence and accompaniment, jihad in the way of Allah is impossible, and the sin of that is upon those who, through their own negligence in desiring, assisting, and obeying him, have prevented his existence or his accompaniment. Similarly, the Children of Israel, realizing this necessity and understanding their own responsibility, asked their Prophet to appoint a ruler from Allah for them so that they could fight in the way of Allah in his company—and Allah has mentioned them to teach Muslims, saying: ﴿أَلَمْ تَرَ إِلَى الْمَلَإِ مِنْ بَنِي إِسْرَائِيلَ مِنْ بَعْدِ مُوسَى إِذْ قَالُوا لِنَبِيٍّ لَهُمُ ابْعَثْ لَنَا مَلِكًا نُقَاتِلْ فِي سَبِيلِ اللَّهِ[1]; “Did you not see a group from the Children of Israel after Musa, when they said to their Prophet: ‘Appoint for us a ruler so that we may fight in the way of Allah’?” Their Prophet did not tell them that they did not need a ruler from Allah to fight in the way of Allah, or that they could choose a ruler from among themselves according to their own judgment; rather, he deemed their request appropriate, and only considered their desire, assistance, and obedience as prerequisites for Allah’s acceptance of it; as Allah has mentioned them to teach Muslims, saying: ﴿ قَالَ هَلْ عَسَيْتُمْ إِنْ كُتِبَ عَلَيْكُمُ الْقِتَالُ أَلَّا تُقَاتِلُوا ۖ قَالُوا وَمَا لَنَا أَلَّا نُقَاتِلَ فِي سَبِيلِ اللَّهِ وَقَدْ أُخْرِجْنَا مِنْ دِيَارِنَا وَأَبْنَائِنَا ۖ [2]; “He said: ‘Do you consider it probable that if fighting becomes obligatory for you, you will not fight?!’ They said: ‘Why should we not fight in the way of Allah, while we have been expelled from our homes and our children?!’” Therefore, when they demonstrated their desire and guaranteed their assistance and obedience, their Prophet accepted their request and appointed a ruler from Allah for them; as Allah has mentioned them to teach Muslims, saying: ﴿وَقَالَ لَهُمْ نَبِيُّهُمْ إِنَّ اللَّهَ قَدْ بَعَثَ لَكُمْ طَالُوتَ مَلِكًا[3]; “And their Prophet said to them: ‘Allah has raised Talut for you as a ruler.’”
