as suspending Hajj, because it helps them in their sin and transgression during their domination over Mecca through the wealth of pilgrims being poured into the pocket of disbelievers and hypocrites, is not without reason; except that it is feared that this suspension, on the other hand, will lead to the strengthening of the enemies of Islam and the weakening of its rituals, and it will not be in the interest of Muslims in general, and therefore, it cannot be recommended. Yes, Muslims should suffice with the obligation and avoid the recommended Hajj and Umrah as long as oppressors have control over Mecca; because what is obligatory is not abandoned for what is recommended, and it is obligatory to avoid helping oppressors against Islam and Muslims.

Likewise, Allah has commanded fighting against those that the establishment of His religion on the earth is not possible with their existence, such as disbelievers and hypocrites; as He has said: ﴿يَا أَيُّهَا النَّبِيُّ جَاهِدِ الْكُفَّارَ وَالْمُنَافِقِينَ وَاغْلُظْ عَلَيْهِمْ[1]; “O Prophet! Fight against disbelievers and hypocrites, and be firm against them”[2], and therefore, fighting against them is obligatory for Muslims because of His command and the establishment of His religion being contingent on that;

It appears that what is meant by fighting against hypocrites is an armed fight against them on the grounds that they are considered corrupters on the earth when they stir up a sedition or help disbelievers against Muslims; because an armed fight against them due to their hypocrisy is not possible; considering that they conceal their disbelief and pretend to be Muslims, and therefore, the Prophet (peace and blessings of Allah be upon him and his family) did not wage armed fight against them due to their hypocrisy, but rather he forbade killing them and said: «لَا يَتَحَدَّثُ النَّاسُ أَنَّ مُحَمَّدًا يَقْتُلُ أَصْحَابَهُ» (See: Maghazi al-Waqidi, vol. 2, p. 417; Sahih of al-Bukhari, vol. 4, p. 184; Sahih of Muslim, vol.8, p.19); “Lest people say that Muhammad kills his companions,” and it has been said that the meaning of the verse is to fight against them through the establishment of ordained punishments (See: Tafsir of al-Tabari, vol. 14, p. 359; Tafsir of ibn Abi Hatim, vol. 6, p. 1841), which returns to the first statement; because waging armed fight against them when they stir up a fitnah or help disbelievers against Muslims is the same as establishing the ordained punishment of muharibah.
