Likewise, the suspension of Hajj—since it is assistance in their sin and transgression during their domination over Mecca, given that the wealth of pilgrims flows into the pockets of disbelievers and hypocrites—is not without justification. However, it is feared that this suspension, from another perspective, would lead to the strengthening of the enemies of Islam and the weakening of its rituals, and overall would not serve the interests of Muslims. Therefore, it cannot be recommended. Yes, Muslims should limit themselves to the obligatory Hajj and refrain from recommended Hajj and Umrah during the period of oppressors’ domination over Mecca; because an obligatory act is not abandoned for a recommended one—and it is obligatory to avoid assisting oppressors against Islam and Muslims.

[Jihad]

Another example is Allah’s command to fight those whose existence makes the establishment of His religion on the Earth impossible, such as disbelievers and hypocrites; as He has said: ﴿يَا أَيُّهَا النَّبِيُّ جَاهِدِ الْكُفَّارَ وَالْمُنَافِقِينَ وَاغْلُظْ عَلَيْهِمْ[1]; “O Prophet! Carry on jihad against the disbelievers and the hypocrites, and be stern with them”[2]. Accordingly, fighting them—by virtue of His command and because the establishment of His religion is contingent on it—is obligatory upon all Muslims;

It appears that what is meant by jihad against hypocrites is an armed fight against them on the basis that they are considered corrupters on the Earth when they stir up fitnah or assist disbelievers against Muslims; because waging an armed fight against them solely on the basis that they are hypocrites is impossible, since they conceal their disbelief and pretend to be Muslims. For this reason, the Prophet (peace and blessings of Allah be upon him and his family) did not wage an armed fight against them solely on the basis that they were hypocrites; rather, he prohibited their killing and said: «لَا يَتَحَدَّثُ النَّاسُ أَنَّ مُحَمَّدًا يَقْتُلُ أَصْحَابَهُ» (See Maghazi al-Waqidi, vol. 2, p. 417; Sahih of al-Bukhari, vol. 4, p. 184; Sahih of Muslim, vol.8, p.19); “Lest people say that Muhammad kills his companions.” It has also been stated that the meaning of the verse is fighting them through the establishment of ordained punishments (See Tafsir al-Tabari, vol. 14, p. 359; Tafsir ibn Abi Hatim, vol. 6, p. 1841). This refers to the first view, since waging an armed fight against them when they stir up fitnah or assist disbelievers against Muslims is the same as establishing the ordained punishment for muharabah (waging war against Allah and His Prophet).
