as Allah Almighty has said: ﴿لَا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا[1]; “Allah does not burden anyone beyond his capacity.”[2] The fasting of this month means abstaining from sexual intercourse, eating, and drinking from just after the break of dawn until sunset; as Allah Almighty has said: ﴿فَالْآنَ بَاشِرُوهُنَّ وَابْتَغُوا مَا كَتَبَ اللَّهُ لَكُمْ ۚ وَكُلُوا وَاشْرَبُوا حَتَّى يَتَبَيَّنَ لَكُمُ الْخَيْطُ الْأَبْيَضُ مِنَ الْخَيْطِ الْأَسْوَدِ مِنَ الْفَجْرِ ۖ ثُمَّ أَتِمُّوا الصِّيَامَ إِلَى اللَّيْلِ[3]; “So now be intimate with them and seek what Allah has written for you; and eat and drink until the white thread of dawn becomes distinct from the black thread. Then complete the fast until the night.”

Another example is Allah’s command regarding Hajj, which consists of specific rites in specific months in Mecca; as He has said: ﴿الْحَجُّ أَشْهُرٌ مَعْلُومَاتٌ[4]; “Hajj is specific months.” It is obligatory at least once for anyone who finds a way to perform it; as Allah has said: ﴿وَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا[5]; “And for Allah, people should make pilgrimage to the House—whoever is able to find a way to it.” Likewise, it is obligatory for Allah’s caliph on the Earth to prepare Mecca for pilgrims by maintaining and purifying it, and also to call people to Hajj; as He has said: ﴿وَإِذْ بَوَّأْنَا لِإِبْرَاهِيمَ مَكَانَ الْبَيْتِ أَنْ لَا تُشْرِكْ بِي شَيْئًا وَطَهِّرْ بَيْتِيَ لِلطَّائِفِينَ وَالْقَائِمِينَ وَالرُّكَّعِ السُّجُودِ ۝ وَأَذِّنْ فِي النَّاسِ بِالْحَجِّ يَأْتُوكَ رِجَالًا وَعَلَى كُلِّ ضَامِرٍ يَأْتِينَ مِنْ كُلِّ فَجٍّ عَمِيقٍ[6]; “And when We prepared for Ibrahim the place of the House, that, ‘Do not associate anything with Me; and purify My House for those who circumambulate, those who stand, those who bow, and those who prostrate; and call out to Hajj among the people—that they may come to you on foot and on every swift mount, from every distant path.’” This means that the custodianship of Allah’s House and the management of its affairs originally belong to Ibrahim (peace be upon him) and accordingly pass to his descendants as inheritance from him; just as, after him, they passed to Isma‘il (peace be upon him)—and Allah has said about him: ﴿وَعَهِدْنَا إِلَى إِبْرَاهِيمَ وَإِسْمَاعِيلَ أَنْ طَهِّرَا بَيْتِيَ لِلطَّائِفِينَ وَالْعَاكِفِينَ وَالرُّكَّعِ السُّجُودِ[7]; “And We made a covenant with Ibrahim and Isma‘il, that: ‘Purify My House for those who circumambulate, those who stay for worship, those who bow, and those who prostrate.’”

↑[2] . What His Eminence (peace be upon him) has stated—that paying the ransom is not obligatory for those who are unable to fast—is also the view of Malik, Abu Thawr, Makhul, and others. The reason is that the obligation to pay the ransom arises from the obligation to fast. However, he has stated elsewhere that paying the ransom is recommended for those who are unable to fast.
