for whenever he is secure in his safety and freedom because of the presence of such individuals, he has no excuse for not enabling people to have access to him, even if he is unable to establish a government. The necessary prerequisites for establishing his government are the presence of sufficient helpers, wealth, and weaponry for him, which can be supplied by people, given that a government cannot be established without sufficient helpers, wealth, and weaponry; and if it is established without them, it will not endure—and the Mahdi’s government is no exception to this rule. Likewise, protecting the safety and freedom of other rulers and providing them with helpers, wealth, and weaponry prevents the Mahdi’s appearance, since it strengthens his rivals and makes it more difficult and ineffective to protect his safety and freedom and to provide him with helpers, wealth, and weaponry. Similarly, after sufficient assistance to him, it is obligatory for people to obey him sufficiently and to abandon obedience to anyone else; for his government—both before and after its establishment—cannot manage or achieve its purpose without obedience to him. Moreover, obedience to anyone other than him means disobedience to him, since obedience to two rulers leads to conflict and is impossible; thus, obedience to one means disobedience to the other.

However, at present, the vast majority of Muslims desire rulers other than the Mahdi, protecting, assisting, and obeying them instead of him. There is not a sufficient number among them to protect, assist, and obey the Mahdi; and if there is, they are scattered across the Earth, apart from one another. Clearly, each of them, on his own and in isolation from the others, is unable to protect the Mahdi; therefore, their gathering is essential for this purpose. Yet there is no one to bring them together for it, and this is the reason why the Mahdi has not appeared, even to the extent of being accessible. On this basis, I travel around the Earth for some time, seeking righteous people, in order to gather a sufficient number of them and prepare them to protect, assist, and obey the Mahdi, so that when Allah becomes aware of their gathering and readiness, He facilitates access to the Mahdi for them and paves the way for his sovereignty afterward.
