Of course, every act in the world—even if it is evil, like oppression—is done by Allah’s power, strength, knowledge, and creational permission, and in this sense returns to Allah; as He has said: ﴿وَمَا هُمْ بِضَارِّينَ بِهِ مِنْ أَحَدٍ إِلَّا بِإِذْنِ اللَّهِ[1]; “And they cannot harm anyone except by the permission of Allah,” and: ﴿وَلَوْ شَاءَ اللَّهُ مَا أَشْرَكُوا[2]; “And if Allah had willed, they would not have associated others with Him,” and: ﴿وَلَوْ شَاءَ اللَّهُ مَا اقْتَتَلُوا[3]; “And if Allah had willed, they would not have killed one another,” and: ﴿وَلَوْ شَاءَ رَبُّكَ مَا فَعَلُوهُ[4]; “And if your Lord had willed, they would not have done that,” and: ﴿وَإِنْ تُصِبْهُمْ حَسَنَةٌ يَقُولُوا هَذِهِ مِنْ عِنْدِ اللَّهِ ۖ وَإِنْ تُصِبْهُمْ سَيِّئَةٌ يَقُولُوا هَذِهِ مِنْ عِنْدِكَ ۚ قُلْ كُلٌّ مِنْ عِنْدِ اللَّهِ ۖ فَمَالِ هَؤُلَاءِ الْقَوْمِ لَا يَكَادُونَ يَفْقَهُونَ حَدِيثًا[5]; “And if some good befalls them, they say: ‘This is from Allah’; and if some evil befalls them, they say: ‘This is from you!’ Say: ‘All of it is from Allah!’ So what is the matter with this people who hardly understand any statement?!” However, an evil act that Allah has forbidden is not in fact attributed to Him; because it clearly has originated from the voluntary will and action of the doer and is contrary to Allah’s pleasure and command; as He has said: ﴿مَا أَصَابَكَ مِنْ حَسَنَةٍ فَمِنَ اللَّهِ ۖ وَمَا أَصَابَكَ مِنْ سَيِّئَةٍ فَمِنْ نَفْسِكَ[6]; “Whatever good befalls you is from Allah, and whatever evil befalls you is from yourself,” and: ﴿أَوَلَمَّا أَصَابَتْكُمْ مُصِيبَةٌ قَدْ أَصَبْتُمْ مِثْلَيْهَا قُلْتُمْ أَنَّى هَذَا ۖ قُلْ هُوَ مِنْ عِنْدِ أَنْفُسِكُمْ[7]; “Or when a calamity befell you, though you had inflicted twice as much, you said: ‘Where has this come from?’ Say: ‘It is from yourselves,’” and: ﴿وَمَا أَصَابَكُمْ مِنْ مُصِيبَةٍ فَبِمَا كَسَبَتْ أَيْدِيكُمْ وَيَعْفُو عَنْ كَثِيرٍ[8]; “And whatever calamity strikes you is from what your own hands have earned, and He pardons much.” Based on this, creating an obstacle to the Mahdi’s appearance—since it is an obstacle to the realization of justice—even though it occurs by Allah’s power, strength, knowledge, and creational permission, is not attributed to Allah but rather to people; because it most certainly has originated from their voluntary will and action and is contrary to Allah’s pleasure and command[9].

As has been narrated from the Ahl al-Bayt that they said: «الْعَدْلُ أَنْ لَا تَنْسَبَ إِلَى خَالِقِكَ مَا لَامَكَ عَلَيْهِ»; “Justice is that you do not attribute to your Creator what He has blamed you for.” Ibn Babawayh (d. 381 AH) narrated this in al-Tawhid (p. 96) and Ma‘ani al-Akhbar (p. 11).
