This means that Islam has—always and in all nations—been the religion of Allah, that it has not been exclusive to this nation or to the period after the emergence of the last Prophet (peace and blessings of Allah be upon him and his family), and that whoever has submitted to the will of Allah has been a Muslim.

Second: The Practical Expression of Islam

As a result, it is obligatory for Allah to inform the human being of what leads him to perfection or to decline—so that he may have the ability to attain perfection and be saved from decline, and so that he will have no argument against Allah if he fails to attain perfection and falls into decline. This is because Allah, by virtue of His perfection, is Just; whereas not informing the human being of the causes of his perfection and decline—given his inability to know them—contradicts Allah’s justice and is impossible.

[The Necessity of the Prophets]

Therefore, it is obligatory for Allah to inform every human being of the causes of his perfection and decline, and of what brings about His satisfaction and dissatisfaction—or, more precisely, to enable him to become aware of them. It is clear that this can happen either directly—whereby Allah informs every human being, without any intermediary, of the causes of his perfection and decline, and of what brings about His satisfaction and dissatisfaction; or indirectly—whereby Allah informs some human beings of the causes of their perfection and decline, and of what brings about His satisfaction and dissatisfaction, so that others may refer to them and, through them, know the causes of their own perfection and decline, and what brings about Allah’s satisfaction and dissatisfaction.
