Based on this, any action that requires the ruler’s permission in the view of intellectuals, in reality requires Allah’s permission; because He is the Sovereign over all things.

From here, it is understood that governance in Islam is legitimate only for one whom Allah has chosen and appointed for it as His deputy. This is not something strange or new; rather, it is a way among His ways, which has been in effect among previous nations and will remain so as long as the world lasts; as He has said: ﴿سُنَّةَ اللَّهِ فِي الَّذِينَ خَلَوْا مِنْ قَبْلُ ۖ وَلَنْ تَجِدَ لِسُنَّةِ اللَّهِ تَبْدِيلًا[1]; “Such was the way of Allah among those who came before. And you will never find any change in the way of Allah.” Yes, the truth is that the necessity of the appointment of a ruler by Allah and his identification by His Prophet or through a clear sign has been among the obvious matters and essentials of all divine religions. In no nation among past nations has this been a matter of doubt or disagreement, and it is only in this nation that it has become a subject of doubt and disagreement. For example, the Children of Israel, after Musa (peace be upon him), intuitively knew that in order to fight in the way of Allah with the aim of establishing the religion, they needed a ruler from Allah. For this reason, they asked their Prophet to introduce a ruler from Allah to them so that they would fight alongside him. Their Prophet accepted their request and did not tell them that there was no need for a ruler from Allah for fighting in the way of Allah and establishing the religion; as Allah has mentioned them to teach Muslims, saying: ﴿أَلَمْ تَرَ إِلَى الْمَلَإِ مِنْ بَنِي إِسْرَائِيلَ مِنْ بَعْدِ مُوسَى إِذْ قَالُوا لِنَبِيٍّ لَهُمُ ابْعَثْ لَنَا مَلِكًا نُقَاتِلْ فِي سَبِيلِ اللَّهِ ۖ قَالَ هَلْ عَسَيْتُمْ إِنْ كُتِبَ عَلَيْكُمُ الْقِتَالُ أَلَّا تُقَاتِلُوا ۖ قَالُوا وَمَا لَنَا أَلَّا نُقَاتِلَ فِي سَبِيلِ اللَّهِ وَقَدْ أُخْرِجْنَا مِنْ دِيَارِنَا وَأَبْنَائِنَا ۖ فَلَمَّا كُتِبَ عَلَيْهِمُ الْقِتَالُ تَوَلَّوْا إِلَّا قَلِيلًا مِنْهُمْ ۗ وَاللَّهُ عَلِيمٌ بِالظَّالِمِينَ[2]; “Did you not see a group from the Children of Israel after Musa, when they said to their Prophet: ‘Appoint for us a ruler so that we may fight in the way of Allah’? He said: ‘Do you not consider it probable that when fighting becomes obligatory for you, you would not fight?!’ They said: ‘Why should we not fight in the way of Allah, while we have been expelled from our cities and our children?!’ Then, when fighting became obligatory for them, they turned away—except for a few of them. And Allah is All-Knowing of oppressors.” As previously mentioned, Allah appointed Talut for them.
