Translation of the letter:

In the Name of God, the Most Compassionate, the Most Merciful

This is what the servant of God, Mansoor Hashemi Khorasani, writes with his hand and takes God as a Witness to it when he bears witness to the Oneness of God and the Prophethood of His servant Muhammad, peace and blessings of God be upon him and his family, and that Heaven is true, Hell is true, the Day of Judgment will come and there is no doubt in it, and God will raise the dead, and thereafter..

Know that by this movement, I do not intend to gain wealth, power, or fame in the life of the world, nor do I seek superiority on the earth or spread corruption, and I do not bring any innovation into religion nor create a sect nor make what is lawful unlawful or what is unlawful lawful nor claim something that God has not granted me. Indeed, I am not an angel, and I do not say that I receive revelations, nor do I say that I am the owner of this affair[1], nor do I say that I am in communication with him. By this movement, I intend nothing but to establish Islam and purify it from innovations based on the Book of God and the Sunnah of His Prophet. I am neither a cruel tyrant nor a deceiving instigator, but I have come to remind you of what you have forgotten of Islam and reveal what you have concealed of it, without asking for any wage or considering it a favor on you in return. I have come to confirm God’s Caliph on the earth and pave the way for him, so I gather a group for him and take them under my wing with books, words of wisdom, pieces of advice, and good manners, like a candle that is lit in darkness, to bring close what you have pushed far away and make easy what you have made difficult, and to be a bearer of glad tiding for the oppressed from among you and a warner for the oppressors from among you. Undoubtedly, what you have been promised is certainly true, and what you are waiting for will certainly happen when a sufficient number of you rise for it and some of them join some others so that the one who fears for his life feels secure and the one who finds himself weak becomes strong. My purpose of this movement is to prepare the ground for the Mahdi’s government. My purpose is to enjoin right and forbid wrong. So help me to achieve my purpose, may it be that God be pleased with you and forgive the sins that your hands have sent forth when you accept my invitation toward Him and rush toward me from far and near, so that religion will be entirely for Him, His dominion will be sent down to the earth, and His name will be glorified forever. Indeed, I have established the proof against you and showed you my path. Now, whoever helps me is from me, and whoever lets me down, then God is my Supporter. In Him I have put my trust, and to Him I turn. Wa’l-Salam.
